ive just finnished the floor in the bus and am ready to bolt the new seats in but have hit a snag of sorts
underneath the bus running along center is a set of wires/cables handbrake above these is a thin metal shield

anywho is this plate bolted or riveted on? i ask as i can just about at a squeeze get the last 2 bolts in for the new seats but would rather not have to force them

I'm here. I bolted from underneath and remember the squeeze past the heatshield in its little void. It is possible with it in situ but I believe it is rivetted on should you need to remove it.

yep i am in the same boat, just in the process of fitting seats and the shield is riveted, there is one bolt on the right hand side..
will have to find someone with skinny hands to put the nuts on lol...

i actuallly solved it without removing it i drilled through it with a 10 mm bit then used a dremmel with sander attachment and made the hole big enough to fit the bolt through. you can reach each nut with a long spanner afterwards

once done i used some reflective heat tape (same as used around flues and roofs)

job done
